How can I disable all compilation (or Sass compilation) for a specific project? |

You cant disable it as a general setting on a project by project basis. You can turn off compilation in general on a per language basis by going to Tools/Options/Web Workbench and then toggling for the Compilation setting for each language. At a project level compilation is handled on a file by file basis and this is managed under the Web Workbench settings option which is available on the Project context menu.
