Is it possible to reassign users, who are assigned to certain licence keys? In our case the person who was purchasing Lightspeed was not a developer - she was from our administration unit. Now she is assigned to one of the licence keys. It didn't bother us so far, as LS3 didn't perform any checking. Now it seems very important with LS4.

We would have to do that for you manually at the moment so if you need this done fire us through an email with the details :) It isnt a major issue though as you can just use that particular email address / key for a developer when you are activating LightSpeed.
